Josef works as a member of the investment committee of the sub-fund Tech & Innovations and is responsible for consultation on tenders and contracts for supplies and services in the field of ICT. He is also focused on technology startups and actively participates in legal regulation of the Digital Single Market.
Josef holds the prestigious award of Lawyer of the Year in the field of ICT Law in 2014. He is the head of the ICT Law segment of the law firm ROWAN LEGAL, an arbitrator, and registered mediator. He also serves on the Legislative Council of the government and is the founder and director of the National Center for Digital Economy. He was the main author of Network Law: A Guide to Internet Law (C.H. Beck, 2016) and was also involved in the creation of several commentaries on law in the field of personal data protection, e-government, and cybersecurity.
Josef has long been involved in large-scale projects in the fields of outsourcing, cloud computing, cybersecurity, personal data protection, and information system supply. He also participated in the creation of the BankID project and is active in the field of digitalization.
He previously led teams in the preparation of contractual documentation for securing worldwide data connectivity for a multinational banking group. He was involved in one of the biggest IT infrastructure outsourcing projects and applications in the Czech Republic. He provided legal support for two of the three most well-known banks in the Czech Republic in determining the elements of critical information infrastructure as per the Cybersecurity Act.
